Over-population  can expose each country to various challenges. Unlike educational, health care and accommodation constraints, which can be handled with long-term or mid-term planning, natural resources are limited and mostly non-compensable by plans and human activities. Thus it could be asserted that the biggest obstacle against population growth is limitation of natural resources. Fresh water as an example is vital  for human life-cycle, and any shortage or contamination of water would cause serious and inevitable problems to the environment and people’s life. In this paper,  first, water resources and its capacity in Iran are assessed and as a next step, an index has been defined for annual consumption of fresh water using economic panel data. Then, by comparing this index with the Iranian water consumption, optimal population size has been estimated. We can conclude that with no serious change in current water consumption, Iran will encounter a serious challenge in water resources. Hence, according to these results, it is suggested New Population policies should consider natural resource and water limitations.}, keywords = {Development,population,Fresh water consumption,Water resources,Pool regression model}, title_fa = {جمعیت و آب: تعیین جمعیت بهینه ایران با توجه به منابع آب شیرین}, abstract_fa = {میزان جمعیت بهینه و رویکرد سیاستی مناسب در راستای نیل به آن، امروزه از دغدغه‏های بزرگ دولت‏ها، به‌‏ویژه در کشورهای در حال توسعه است. افزایش بی‏رویه جمعیت می‌تواند هر کشوری را با چالش‏های گوناگونی مواجه سازد. در این بین برخلاف محدودیت‏های آموزشی، بهداشت و مسکن؛ منابع طبیعی هر کشور ذخایر خدادادی هستند که به‌دست بشر قابل ایجاد نمی‌باشند؛ لذا می‌توان گفت که بزرگ‏ترین محدودیت بر سر راه افزایش جمعیت محدودیت منابع طبیعی است. از طرفی آب سالم، شریان حیاتی برای بقاء بشر است که کمبود یا آسیب دیدن آن، صدمات جبران‏ناپذیری را به محیط‌زیست و زندگی افراد وارد خواهد ساخت. در این مقاله، ابتدا به بررسی ظرفیت‏های آبی کشور پرداخته و با استفاده از مدل اقتصادسنجی پنل دیتا، شاخصی برای برداشت سالانه آب شیرین ارائه شده است. سپس با مقایسه شاخص به‏دست آمده با امکانات آبی ایران تخمینی از جمعیت بهینه کشور ارائه می‏دهیم. مقایسه این شاخص و مصرف کنونی آب در کشور نشان می‏دهد که اگر الگوی مصرف آب به‌طور جدی تغییر پیدا نکند کشور در آینده‌ نزدیک با بحران جدی آب مواجه خواهد شد. بر اساس نتایج تحقیق پیشنهاد می‏شود که سیاست‏های جدید جمعیت با نظرداشت منابع و محیط زیست به­ویژه آب تدوین و اجراء شود.}, keywords_fa = {توسعه,جمعیت,برداشت سالانه آب شیرین,منابع آب,مدل رگرسیون پول}, url = {https://jips.nipr.ac.ir/article_89819.html}, eprint = {https://jips.nipr.ac.ir/article_89819_2803dda1fd223836b8ce91ae3a36c75f.pdf} }
