Abstract
During the last two decades, two different demographic policies have been adopted in Iran, and during that period, the policy of controlling population growth in the late 1360s was changed to the policy of encouraging population increase in the 1390s. But the current demographic challenges in Iran show the necessity of a comprehensive review of these policies. Using the qualitative research method (using archival data and group discussion technique and elite panel), this article tries to provide strategies and solutions in this field while recognizing the most important population challenges in Iran. According to the consensus of the elite opinion, the most important challenges of the current and future of Iran's population include: "marriage delay and increase in celibacy and divorce rate", "low fertility rate", "population aging in the coming years", "unbalanced population distribution and imbalance" regional problems", "high mortality and disabilities caused by unintentional accidents", "pollution and destruction of resources and the environment", "problem of providing housing and informal settlement", as well as "international migration inside and outside It is from the country. In addition to these, population policy and management challenges include "lack of a single administrative and supervisory window for managing population in the country", "density, conflict and contradiction of laws and regulations related to population", "multiple actors and lack of management of conflict and conflict" Interests", "one-dimensional and short-term policies with a settlement approach", "lack of monitoring processes and evaluation of policy implementation", and "the issue of shortage, low quality or lack of access to population statistics" are also confirmed and emphasized by the elites. contract. "Demographic window", "high share of women in reproductive age", and "ideal fertility above replacement level" are three demographic opportunities of the country. In this study, corresponding to each of the listed challenges, strategies and solutions are also proposed.
