In recent decades, the intensification of demographic challenges such as persistently low fertility rates, population aging, and spatial–generational imbalances has pushed governments and policy-making institutions toward a wide range of population-related interventions. However, a considerable share of these interventions relies less on deep structural reforms and more on symbolic, selective, and media-driven actions. This article introduces and conceptualizes the notion of Demographic Washing, referring to a systematic pattern in population governance in which policies, data, and demographic narratives are strategically used in superficial or misleading ways to project an image of progressiveness, responsibility, or future-oriented governance, without undertaking substantive reforms in the socio-economic foundations that shape demographic behavior. Adopting a theoretical–conceptual approach and drawing on an integrative review of literature in demography, symbolic policy-making, and the political economy of statistics, the study develops a comprehensive analytical framework for identifying, classifying, and explaining demographic washing. The article argues that demographic indicators and population data increasingly function not merely as technical inputs for policy design but as symbolic and discursive resources used to manage public perception and reproduce political legitimacy.
