The Law on Family Support and Population Youthfulness requires Iranian executive bodies to revise their administrative, financial, and employment regulations accordingly. This study assesses selected higher education regulations, focusing on student guest status and transfer, educational affairs, institutional housing, and employment matters. The research is applied and descriptive-analytical and uses documentary legal analysis and directed qualitative content analysis. Documents were purposively selected according to their relevance to statutory rights and the availability of reliable official texts. Each statutory provision was compared with the corresponding article, clause, or note in a subordinate regulation. Results were classified as substantive conformity, explicit conflict, regulatory silence or incomplete incorporation, implementation ambiguity, institutional overlap, or financial and infrastructural barriers.
The findings show that conflict is not pervasive. Regulations on maternity-related academic leave and the increase in the maximum recruitment age substantially conform to the Law. However, the general one-semester requirement for student guest status may restrict the statutory right of eligible student mothers. Additional conditions in the institutional housing regulation, including a specified birth date for the third child and the absence of residential land or purchasing capacity, constitute clearer instances of explicit conflict.
