Demographic trends in Iran over recent decades reveal declining fertility and delayed marriage. In response to these changes, policymakers have developed a set of macro-level documents, laws, and executive programs. Among the most significant in the past decade are the General Population Policies (2014), the General Family Policies (2016), the Family Support and Youth Population Law (2021), and the Seventh Development Plan of the Islamic Republic of Iran (2023). This article adopts a qualitative and analytical approach to critically evaluate these documents and the performance of responsible institutions in their implementation. Findings indicate that marriage policymaking in Iran faces three categories of gaps: conceptual, institutional, and operational. The upstream documents lack enforcement mechanisms and performance indicators, while executive documents suffer from weak institutional coordination, delays in resource allocation, and the absence of an effective monitoring system. Finally, recommendations are offered at the conceptual, institutional, and operational levels to enhance the effectiveness of marriage policies.
